Assumptions (screening-level):
• Cooling setpoint raise: ~2% savings per °F of cooling energy.
• Heating setpoint setback: ~1.5% savings per °F of heating energy.
• Economizer add/repair: 10% savings on cooling kWh for that AHU/RTU block.
• Supply fan VFD: baseline constant speed; 50% speed during idle → ~87.5% kW reduction in idle hours.
